Bond Projects

Carthage Hospital - $18,490,000

The Carthage Memorial Hospital Association refunded bonds issued by WIEDA and used funds to construct a replacement hospital on an approximate 88-acre site southeast corner Routes 136 and 336 near Carthage Illinois. The total project was $20,000,000. Efforts began in 1945 to begin construction of
the hospital facility in 1950.  The hospital is a Critical Access Hospital and is the second largest employer in Hancock County. They have 24/7 emergency room care and over 4,000 patient visits per years with over 35 affiliated doctors. In 2014 a new 23,500 square foot medical building memory care facility was constructed to house family practice, general surgical practice rehabilitation and specialty clinics including a community conference room

A new 25-bed replacement facility was opened in July 2009 through bonds issued by WIEDA.

Jacksonville School District - $32,000,000

The Jacksonville School District #117 (District) is planning a major capital improvement of $32,000,000 to upgrade the arts space, new floors, HVAC and windows at the Jonathan Turner Junior High School, and renovations at two elementary schools. The District has an annual enrollment of over 3,500 students with an average class size of 19 students. Their facilities include thirteen total buildings with six elementary schools, one junior high school, one high school and a central administrative building for a total of 546,700 square feet under roof. Their territory covers 222 square miles in Morgan County, Illinois. 

Employment includes 220 teachers, 8 maintenance, 26 custodians and administration workers.

City of Quincy - $18,200,000

The City of Quincy, in Adams County, Illinois approached WIEDA to issue double tax-exempt bonds in the amount up to $25,000,000 to provide and refund capital funding for road and road-work related infrastructure improvements in the City to be completed by December 2021.

Monmoth College - $22,170,000

Monmouth College initiated a $22,200,000 bond issue to refund and to finance a portion of the costs of construction and improvement of Bowers Hall, including furnishings, landscaping and other site improvements; Center for Science and Business for the costs of miscellaneous repairs, capital improvements, capital expenditures including landscaping and site improvements at the main campus of the Monmouth College; Pattee Residence Hall approximately 131 beds; Huff Athletic center facility and related improvements and various educational facilities including tennis courts, parking lots, sidewalks, and chiller plan to be owned and operated by the Monmouth College.

Through a WIEDA Bond, Monmoth College successfully financed site improvements and added a residence hall with approximately 130 beds.

Chaddock School - $10,000,000

Chaddock, an Illinois NFP Corporation, is planning the construction of a new school at 205 South 24th Street, in Quincy, IL. The project will include construction of an additional 23,910 square feet to a building that houses the gym and swimming pool. The improvement will add twelve new classrooms, an art & science room, additional space for administration, classrooms, teaching support, dining, natatorium, gym support, occupant support, and building support. The school is currently renting classroom buildings that will no longer need them when the building is complete. A capital campaign has raised pledges of $2,550,000. 

The total budget is $11,000,000. The Company employs 200.

Cass Solar - Cass County, Illinois

The Department of Commerce & Economic Opportunity recently approved WEDA’s application to add territory to its enterprise zone to support a large renewable energy project. Cass County Solar Project, LLC is developing a utility scale solar array project covering more than 2,390-acre area in Cass County. The Project will generate 150MW of photovoltaic power, sufficient to power approximately 22,000 average homes for more than 30 years. Cass County Solar Project, LLC, is subsidiary of Savion, LLC, one of the largest utility-scale solar and energy storage project development companies in the United States. Cass County Solar Project, LLC will make a capital investment of over $150,000,000 two years.

During the construction phase, this Project will create more than 200 construction positions.

Illinois Winds - Pike County, Illinois

Illinois Winds LLC (Panther Creek Wind/Affinity Wind/Prairie Power) is planning an $71 million project to build a 36-megawatt wind facility in Pike County, Illinois that will create 10 full-time equivalent jobs and approached WIEDA to join the Enterprise Zone.

Rushville Fitness Center - Rushville, Illinois

The Rushville Fitness and Community Center developed a $5.7 million project to build a new fitness center in Rushville (Schuyler County) Illinois that will create and retain 14 full-time equivalent jobs and approached WIEDA to join the Enterprise Zone.

Nature's Grace - Vermont, Illinois

Natures Grace and Wellness LLC is planning an $8.3 million expansion to its cannabis cultivation facility in Vermont, Fulton County, Illinois. This expansion will be adjacent to its current property that already is included in the WIEDA enterprise zone. This expansion will add adjacent territory in McDonough County.
Natures Grace and Wellness plans to expand its current buildings by adding approximately 100,000 square feet. The expansion will consist of 8 greenhouses, commercial kitchen, commercial labs and other production areas. Cannabis products, including flower and infused products will be produced out of the expansion. Natures Grace and Wellness intends to purchase security cameras, commercial lab equipment, processing equipment, HVAC equipment and commercial kitchen equipment. Natures Grace and Wellness will maintain 100% occupancy of the building. The project is expected to create 30-100 construction jobs and 50-100 full-time jobs. They are requesting the WIEZ be expanded to assist on their project.

Alsey Refractories - Alsey, Illinois

Alsey Refractories Company, located at 266 State Route 106 South, Alsey, Illinois, is a privately held refractory manufacturing company that supplies high temperature refractories to industrial processes
and residential fireplace construction industries. Alsey was founded in 1906 and over the years has grown to be a prominent supplier of high-quality refractories. On the residential market side, Alsey manufactures and sells fireplace brick and high temperature mortar to enable firebox construction. These products are sold nationwide thru a distributor network of building supply dealers. On the Industrial side, Alsey Refractories Company specializes in manufacturing higher temperature firebrick for such industries as steel, Glass, aluminum, petrochemical, cement, and incineration. These products are either private labeled for other refractory manufacturers or sold thru refractory distributors and contractors throughout North America. Alsey continues to grow by expanding and diversifying its product line in the higher end more technical refractory brick. The company recently completed a $3,0000,000 expansion and will create 8 new jobs.

Marshall Chevrolet - Winchester, Illinois

Marshall Chevrolet Co. located at 9 West Cross Street, Winchester, IL 6294 has been a Chevrolet retail dealer in Winchester for 85 years since 1931. Jay Rueter and his brother purchased the dealership from the Marshall family 31 years ago. On January 3, 2016 a tragic fire destroyed the main building which included the show room and body shop at Marshall Chevrolet in Winchester, IL (Scott County). Some cars were damaged including a forklift and six to eight customer vehicles. The Company is planning on
rebuilding the show room and body shop, as well as purchase equipment for a total project cost of $1,250,000. Project is expected to retain the Company’s existing 29 jobs.

Win Productions - Winchester, Illinois

Winn Production, LLC is planning a capital project to add a 3,650 sow gestation building, a 1,400 gilt developer building, and a 854 farrowing sows building, as well as purchase new equipment. The total project is $9.4 mil (Buildings – $6,100,000 & equipment $3,000,000) and will retain 56 and create 35 new jobs. The Company, located in Scott County, Illinois, is a farrow-to wean swine facility, producing wean pigs for customers throughout the Midwest. The Company’s production methods are designed to provide the customers with the best possible wean pigs, farrowed in an environmentally and animal friendly way. The Company started business in 2001 with the construction of the existing sow units located southwest of Winchester, Illinois and has 56 employees. The Enterprise Zone benefit is
estimated to save the company over $230,000.

Ace - Barry, Illinois

ACE Barry, LLC built a cultivation facility located at 1310th St., Barry located in Pike County. The facility will be used to cultivate medical cannabis. The total project is estimated to cost $22.0 million, of which $20.1 million will be to construct the cultivation center. The project will create 40 to 50 jobs.

Consolidated Grain - Gladstone, Illinois

Consolidated Grain is making a $3,000,000 investment at their grain handling and storage facility in Gladstone, Illinois. This investment will increase the facility’s capacity to take grain from local farmers and elevators. The project will include adding handling equipment (conveyors) to carry grain away from
upright storage space and put it into long-term flat storage buildings.

Westermeyer - Bluffs, Illinois

The zone amendment adds an area to the zone to benefit
Westermeyer Industries, Inc (the “Company”). The Company is considering the construction of an additional 37,000 square foot facility adjacent to their existing 72,000 square foot facility located in, Bluffs, Illinois (Scott County). Westermeyer Industries, Inc. is a pressure vessel manufacturer for the commercial and industrial refrigeration and air conditioning market. Construction costs for the addition are estimated to be $1,600,000 and the new equipment is estimated to cost $1,400,000. The total project is expected to create 20 jobs, as well as retain 100 jobs.

Heartland Lodge - Nebo, Illinois

The zone amendment adds an area to the zone to benefit Harpole’s Heartland Lodge. The Company will construct of 50 new cabins adjacent to their existing Heartland Lodge facilities south of Nebo, Illinois (Pike County). The construction of each new cabin is estimated to cost $300,000 to $400,000 bringing the total project cost of full development to be approximately $19,250,000. Phase one consists of the construction of two to three upscale cabins for a total cost of approximately $1,000,000 in the first year, while phase two consists of building five cabins each year for a total of 50 cabins. The total project is expected to create 5 construction jobs and 6 cleaning jobs, as well as retain 14jobs.

Innoventures - Barry, Illinois

The zone amendment adds an area to the zone to benefit Innoventures, LLC. The Company plans to construct a new $1,510,000 building, the purchase of $650,000 of equipment and site preparation of $500,000 for a total of $2,660,000 capital investment in Barry, Illinois (Pike County). Innoventor is a St. Louis based company founded in 1996. The company produces custom
designs and hardware for plant modernization and process improvement, critical process control, testing and verification, and specialty equipment. Innoventor is the originator of proprietary designs, including products for food production, medical, power, commercial and agricultural industries.

Consolidated Grain - Naples, Illinois

The zone amendment adds an area to the zone to
benefit Consolidated Grain and Barge, Inc (CGB). The Company will construct a new $3,000,000 building and the purchase of $2,000,000 of equipment for a total of $5,000,000 capital investment at their facility in Naples, IL (Scott County). CGB offers services for grain farmers including financing and risk management, buying, storing, selling, and shipping of crops, soybean processing and fertilizer products. The project will retain 50 jobs at the Naples facility.
